MINUTES OF THE BOARD OF EDUCATION

December 20, 2010

1. The meeting of the Board of Education was called to order by Board President Michael Erdmann with the Pledge of Allegiance and a moment of silence at 7:16 p.m. Superintendent Borden read the official meeting notification. Roll Call: Erdmann – Yes, Spies – Yes, Jex – Yes, Bowe – Yes, Warnimont – Yes, Fischer – Yes, Kline – Yes.

2. Kris Marion, Program Director of Futura language Professionals addressed the Board regarding Futura’s request for lowered or eliminated facility use fees.

3. Motion by Spies, second by Jex to approve the agenda. Motion Carried.

4. Motion by Warnimont, second by Spies to approve the November 22, 2010 Board of Education meeting minutes. Motion Carried (Fischer - Abstain).

5. Motion by Warnimont, second by Jex to approve the November 22, 2010 Board of Education planning session minutes. Motion Carried (Fischer - Abstain).

6. Motion by Spies, second by Jex to approve the December 2, 2010 Board of Education planning session minutes. Motion Carried (Warnimont, Bowe, Kline - Abstain).

7. Motion by Warnimont, second by Jex to approve the following consent agenda items.

Accept the donation of $200 from Dave North Roofing Corporation to Germantown High School for supplies for Building Construction classes. Accept the donation of approximately $750 from the Germantown High School Wrestling Program to be used to help pay the cost of a wrestling mat at the high school. Accept the donation of approximately $8,000 from the Germantown “Friends of the Park” to be used to help pay the cost of a wrestling mat at the high school. Accept the donation of $1,000 from the Green Bay Packer Organization to Germantown High School in honor of Coach Phil Datka being named Wisconsin’s coach of the week. Accept the donation of $1,800 from the County Line PTA for the purchase of two cameras, a xylophone stand, and trade books for science at County Line Elementary School. Accept the donation of $500 from Area Council PTA to six Germantown School District teachers who applied for and received Kiwanis/Area Council PTA mini-grants. Accept the donation of $1,767 from Germantown Kiwanis to six Germantown School District teachers who applied for and received Kiwanis/Area Council PTA mini-grants.

Accept the donation of a Webb Milling Machine valued at $5,000 from Plastic Components to the Germantown High School Technology Education classes.

Approve the December 2010 voucher list.

Motion Carried (Unanimous).

8. Motion by Warnimont, second by Spies to approve a resolution awarding the sale of $1,000,000 Bond Anticipation Notes pursuant to Section 67.12(1)(b), Wisconsin Statutes. Roll Call Vote: Erdmann – Yes, Spies – Yes, Jex – Yes, Bowe – Yes, Warnimont – Yes, Fischer – Yes, Kline – Yes. Motion Carried (Unanimous).

9. Motion by Warnimont, second by Spies to approve a resolution authorizing the borrowing of $4,225,000 Taxable Note Anticipation Notes. Roll Call Vote: Erdmann – Yes, Spies – Yes, Jex – Yes, Bowe – Yes, Warnimont – Yes, Fischer – Yes, Kline – Yes. Motion Carried (Unanimous).

10. Superintendent Borden provided a summary of the November 2010 all-district survey results.

11. Assistant Superintendent and Human Resources Director Cynthia Coley provided an update on enrollment and the increase in the numbers of non-English speaking students in the district that may result in the need for creating an additional English Language Learning (ELL) position in the district.

12. Building Committee Chair Bruce Warnimont reported on the decaying condition of Highway View School and other items that were discussed at the December 6, 2010 Building Committee meeting.

13. Recommendation from Policy Committee to approve the adoption of NEOLA Policy Series 3000 – Professional Staff with delayed implementation until all remaining NEOLA policies are approved. Motion Carried (Unanimous).

14. Recommendation from Policy Committee to approve the adoption of NEOLA Policy Series 4000 – Support Staff with delayed implementation until all remaining NEOLA policies are approved. Motion Carried (Unanimous).

15. Policy Committee Chair Kim Fischer updated the Board on discussion that took place at the December 20, 2010 Policy Committee meeting regarding modifications to Board Policy 830 – Facility Use and indicated that the policy will be brought back to the next Board meeting in January 2011.

16. Recommendation from Policy Committee to waive the second meeting reading and approve NEOLA Policy 5113 – Open Enrollment Program for immediate implementation. Motion Carried (Unanimous).

17. Finance Committee Chair Erin Jex provided an update on items discussed at the December 20, 2010 Finance Committee meeting including refinancing of unfunded liability and the district bond rating.

18. Motion by Spies, second by Jex to approve one student Youth Options request for six credits at UW-Milwaukee. Motion Carried (Unanimous).

19. Motion by Jex, second by Spies to approve early graduation requests for four Germantown High School students. Motion Carried (Unanimous).

20. Motion by Kline, second by Warnimont to deny waiving or reduction of facility use fees for Futura Language Professionals. Motion Carried (Unanimous).

21. Motion by Warnimont, second by Kline to deny the fee waiver request for Germantown Little League. Motion Failed (4 – 3).

22. Motion by Kline, second by Bowe to cut the facility use fees in half for Germantown Little League. Motion and second withdrawn.

23. Motion by Jex, second by Fischer to waive the facility use fees for Germantown Little League. Motion Failed (4 – 3).

24. Motion by Warnimont, second by Spies to enter into closed session pursuant to Section 19.85(1)(c) and Section 19.85(1)(e) for the purpose of an AFSCME grievance hearing. Roll Call Vote: Erdmann – Yes, Spies – Yes, Jex – Yes, Bowe – Yes, Warnimont – Yes, Fischer – Yes, Kline - Yes. Motion Carried (Unanimous).

25. The Board of Education entered into closed session at 9:10 p.m. The Board of Education approved the November 15, 2010 Board of Education closed session meeting minutes and the November 22, 2010 closed session meeting minutes. The Board of Education participated in an AFSCME union grievance hearing.

26. Motion by Jex, second by Bowe to adjourn. Motion Carried (Unanimous).

27. Board President Erdmann declared the meeting adjourned at 10:32 p.m.
